IMPACTS OF FDI AND ENVIRONMENTAL REGULATIONS ON ENERGY UTILIZATION EFFICIENCY ALONG THE “BELT AND ROAD” PROVINCES

This paper uses provincial panel data 2013 to 2018 along the "Belt and Road" to reconstruct a dynamic panel co-correlation estimation model (DCCE) that is applied to study their relation among FDI, environmental regulations and energy utilization efficiency along the "Belt and Road". FDI can decrease the local energy intensity through technical overflow to improve energy utilization efficiency. Environmental regulations playing a vital adjusting role between FDI and energy utilization efficiency has been testified in the model. Improvement in FDI and environmental regulations levels improves energy utilization efficiency. FDI may constrain energy utilization efficiency when environmental regulation intensity is less than the threshold value 4.295, boosts over than 4.295. This paper presents suggestions for China using foreign investment to develop green economy, conducting differentiated environmental regulation intensities and appropriate levels, establishing cooperative exchange to minimize regional variances in energy utilization efficiency.

To control industrial carbon emission on purpose, this paper calculates the Shaanxi's industrial carbon emission in 2008-2017 along with its characters, and applies GDIM to study the industrial carbon emission factors, such as industrial economic level, energy consumption and population, which have been decomposed to measure their contribution ratio. Results suggest that Shaanxi's industrial carbon emission is positively related to consumed energy intensity, industrial carbon emission per capita, unit GDP carbon emission, industrial GDP, energy consumption and energy consumption growth, rising carbon emission is closely connected to GDP growth and increment of energy consumption. Change of industrial GDP per capita induces a constraint effect on carbon emission change. This paper presents suggestions for Shaanxi's low-carbon development.

RS and GIS are a helpful tool to measure the soil erosion, to quickly monitor the dynamic changes in soil erosion distribution and extent. This paper, based on a case study of the upstream of Fenhe Reservoir in Yellow River, applies the Remote Sensing data of Landsat MSS (1976), TM (1990) and ETM+ (2002) to dynamically monitor the land erosion with the results indicating that the soil has been eroded extensively during 1976 to 1990, and turned to a good condition in general during 1990 to 2002, but still worsening locally. It is a big task to maintain the water and soil.

It is of significance to dynamically monitor the mine environment via remote sensing for protecting mine ecology and developing mineral resources. This paper, based on a case study of Anshan mine area, monitors the mine environmental changes dynamically via remote sensing at different time phases and different resolutions. Anshan mine area as a vital energy base abundant in iron and coal resources has been largely mined, resulting in a deteriorating mine environment and becoming a barrier to economy and ecology. This study reveals that during 2000 to 2006 the land utilization types have been changed, industrial and mining areas were enlarged while the vegetation coverage declines and the environment becomes deteriorated, and presents a suggestion to reestablish a ecological environment in Anshan mine area.
